IN CHARACTER

PHYSICAL AFFECTION: Sounds good. They're pretty lonely.
PHYSICAL VIOLENCE: They're not completely unable or unwilling to throw a punch or similar as a desperation move but it'd be obvious that they don't practice that kind of thing regularly. Their most potent way of attacking other people is to spread vicious gossip about them.
RELATIONSHIPS: Only fellow adolescents need apply, and it'd take some time to win them over and earn their trust. Also they've got three other quadrants to concern themselves with in addition to the familiar ♥! So they may parse it as a romantic overture if someone seems to be deliberately antagonising them, trying to solve their personal problems, trying to get Cirava to solve their personal problems or hold them back from violence, or setting themself up as a mediator between Cirava and a third person whom they don't get along with.
PSYCHIC & PSIONIC INFORMATION: Cirava has telekinesis, and some minor telepathic abilities come as a package deal with that for Alternian psionics. Their telekinesis isn't as strong as it used to be, ever since the incident. Having psionic powers of your own makes it harder for other psionics to use mind control powers on you, but distinctly not impossible.
MAGICAL INFORMATION: No previous interactions with magic one way or the other
MEDICAL INFORMATION: They're an alien, with yellow blood. Trolls with yellow-to-green blood are pretty close to human in terms of physical capabilities, which is less true of lower or higher hues, but despite external appearances all trolls have internal anatomy that's pretty far from human and in some ways resembles Earth insects. All trolls except for those with rare blood mutations give off less body heat than humans, to varying degrees depending on colour; the concept of warm and cool colours is more literal than usual where the hemospectrum's concerned.
As for Cirava personally, they're missing an eye and therefore not great with depth perception. It's painful to use their powers ever since the incident, so they usually don't. Sometimes they get headaches or eye-socket-aches from it even if they haven't been using their powers.
OFFENSIVE SUBJECTS & TRIGGERS: Upset by casteism, art theft, and what the Alternian Empire does to potent psionics (which is turn them into spaceship engines, for the record); would also be wigged out by other forms of exploitative involuntary body modification outside of that specific context. Coming from them: eye squick, mild drug use, and the general violent dystopia bereft of any kind of direct adult supervision that is Alternian society.

FIRST IMPRESSIONS

VISUAL: Medium height, androgynous with short wavy hair, concrete-grey skin, large fangs, two sets of orange stripey horns, one solid mint-green eye and a web of yellow-green scars radiating from where their other eye should be with a stylish triangular eyepatch covering the socket itself. In the words of the Hiveswap Friendsim player character shortly after surviving a spaceship crash, "they almost look as messed up as you are". More fond of bright, neon colours than the average troll, but not as much as a full-on Troll Goth. Always wearing their sign (four criss-crossing symmetrical curved lines) somewhere on their person.
AURAL: A youthful low-alto-or-high-tenor. I'm not really sure what accent they should have to an English speaker's ear.
OLFACTORY: Tends to smell like whatever vape-bugs smell like. And spilled soda a little bit.
DEMEANOUR:
Disaffected with a tendency towards casual brutal honesty and laughing off harsh realities. Image-conscious, but not all-consumingly so. Says lmao a lot.

Cirava's Psi Powers

The best description I've ever seen of Cirava's current level of psychic powers is Telekinesis 1 in this skill tree:

You can move small objects that are within about twenty feet of you. Your maximum lifting load is roughly twenty pounds and the most force you can exert is equal to about a gentle toss. Your best bet in using this in combat is to throw sand in someone’s eyes. Your precision is enough for a lightswitch but insufficient to quite press the right TV remote button.

At the height of their power they were a low 2 on the linked scale, which is described as being able to exert about the amount of force psychically that a person can physically, but they no longer have access to that raw force without their second eye, and never really had more range than the distance across a large room (like a lecture hall, gymnasium, or building lobby rather than a sports stadium). They may still be able to achieve the precision necessary to press a small button or write legible words from across a room if they really strain themself.

They also have the ability to snap their fingers and put people to sleep. Since both Aradia and Sollux do it in Homestuck canon I've taken that as a universal part of the psionic package even for trolls who are mostly just telekinetic and whose mind-contact powers are marginal or specialised in another area entirely; neither one is really a proper telepath. (Vriska, Aranea, and some random adult ceruleanblood do it too, but they have full fledged mind control powers.) This feels like sudden, intense drowsiness and comes on over a few seconds. It behaves more or less like natural sleep once initiated: the target won't stay asleep for longer than a brief nap unless they already needed the rest, and can be forcibly awoken in the usual ways (pinching, splashing water, etc).

While I can't speak for the blueblood version of the ability, I'm going to say that as someone who is otherwise not a telepath and doesn't have much raw power, Cirava is not personally capable of forcing people to sleep if they're actively fighting to stay awake. Even more so if they saw it coming and braced themself for the sleepiness, or if they routinely push through exhaustion, or both. It also won't have any effect at all on beings who aren't able to sleep naturally, like some types of vampires or elves.

Using their powers in their current state is likely to result in feedback pain from their eye injury, but this is neither guaranteed nor insurmountable. However, it is the reason they stopped using telekinesis for household convenience purposes.
